With reference to your letter of the 24th Novem-ber 1906, No. 42268/1906, asking for the opinion of the Lords Commissioners of the Admiralty as to whether the Ordinance entitled -

'An Ordinance to authorize the

construction and maintenance of certain Naval and Military Works upon and over certain portions of the Crown fore-shore and sea bed situate upon the Harbour frontage of the City of Victoria, in this Colony" (Hong Kong)

I am com-manded by Their Lordships to acquaint you, for the informa-tion of the Secretary of State for the Colonies, that they concur in the Ordinance so far as it is understood to be necessary to protect the interests of the Crown as against any rights that may be asserted on the part of the public.

2. In regard, however, to any possible questions that may arise as to the relative rights of the Colonial Government and the Admiralty over foreshore and fundus, My Lords do not, for the moment, desire to express any opinion as to whether such questions are or are not raised in connection with this Ordinance.
